CLA or TA? What should I apply for?

So you want to apply to one of our open calls but aren't sure which one to go for? Here is your guide!

We are seeing strong interest in our Community-Led Actions, but we’ve noticed that some of you might be a better fit for a Transition Agenda. If you're feeling stuck between the two, ask yourself: Are you ready to build, or do you need to design the blueprint first? 

Here is how to differentiate the two: 

🛠️ The “Builder” Path: Community-Led Actions (CLAs) 

Apply for this if: You already have a clear, innovative solution (maybe from a Mission Ocean’s "Phase 1" pilot) and you’re ready to scale it up. You have a large team ready to hit the ground running to create immediate, tangible impact. 

  • The Goal: Implementing concrete actions with measurable environmental and social benefits. 
  • The Team: A consortium of 2 to 12 partners (local authorities, NGOs, SMEs, etc.). 
  • The Budget: Significant funding—between EUR 200,000 and EUR 2,000,000. 
  • Timeline: Up to 24 months of implementation. 

📐 The “Architect” Path: Transition Agendas (TA) 

Apply for this if: Your community is facing big changes (like shifting to a circular economy or adapting to climate change), but you don't have a coordinated plan yet. You need to gather stakeholders, build a network, and figure out the long-term strategy before spending millions on implementation. 

  • The Goal: Developing a strategic, multi-year roadmap for systemic change.
  • The Team: Individual entities or small groups (up to 3 partners).
  • The Budget: Up to EUR 100,000 to fund the planning and network-building phase.
  • Timeline: 18 months of support and expert counselling. 

Which one should you choose? 

Choose TA if you want to gain control over complex processes and build the foundation for future large-scale projects. 

Choose CLA if you are ready to execute a project that is already mature and needs the resources to scale. 

Remember: You can only receive a grant from BlueActionBANOS once, so make sure you pick the stage that matches your community's current needs!

🗓️ Project Idea Form (Mandatory): 16 March 2026 
🗓️ Full Proposal: 29 May 2026
