BETA-Baltic

Blue Economy Transition Agenda Baltic Sea

Core Focus

BETA-Baltic develops a governance and benefit-sharing framework so Baltic island communities can gain fairly from offshore wind and related blue economy activity. The project combines a governance gap analysis, comparative research and stakeholder dialogue, to prepare a replicable roadmap to benefit its community.

Challenge

Baltic island communities are central to offshore wind deployment, yet governance for integrating wind with community interests is fragmented, with siting driven by grid logic that bypasses local decision-making. In Estonia the pressure is immediate, while the 2025 cancellation of the CfD scheme and production-linked payments make a stable, capacity-based benefit mechanism urgent for both fairness and project viability.
